Echo Turnstile protects a public intake queue from requests that repeat active work in different words. Each ticket points to a complete public payload. GenLayer validators compare it with the still-active admitted tickets under one frozen duplicate rule. Novel work enters the lane; a semantic repeat is redirected to the exact earlier ticket IDs.
